The technical policy of the Company

Retrofitting in Lenenergo is urged to facilitate the provision of reliable, high-quality and affordable power supply for consumers, and formation and development of the grid infrastructure that is consistent with the strategic priorities of the Company.

The activity of Lenenergo in the field of retrofitting is governed by the Regulations of Rosseti on the unified technical policy in the electric grid complex, which was approved as the Company’s internal document by the Board of Directors (Minutes #19 of the meeting of the Board of Directors of Lenenergo of 30.12.2013).

The goal of the Unified technical policy in the electric grid complex is definition of the main technical areas that contribute to improving the reliability and efficiency of functioning of the electric grid complex in the short to medium term, with appropriate industrial and environmental security through the innovative development principles that ensure non-discriminatory access to electric networks to all participants of the market.

Main objectives of the Unified technical policy

Reliable electricity supply

Ensuring reliable electricity supply of consumers, functioning of the wholesale and retail electricity markets, and parallel operation of the UES of Russia and energy systems of foreign states

Capacity delivery

Ensuring delivery of capacity of the facilities on electricity supply to the grid

Non-discriminatory access to electricity networks

Creation of conditions for connection to electric networks of the participants of wholesale and retail markets in the conditions of non-discriminatory access to electricity networks (in the presence of technical possibility, and observance of established rules of access)

Diagnostics of facilities

Development of the system of diagnostics, the use of its results in the algorithms of functioning of the automated systems of operational and emergency control

Operative and process control by facilities

Development of the structure of operative and process control by facilities, and participation in the management of operation modes of the flexible elements of network infrastructure and electricity consumers

Infrastructure development

Development of the information and telecommunication infrastructure, increase in the observability of electrical networks and the quality of information exchange with SO UES and other subjects of wholesale and retail electricity markets

CAPEX optimization

Reduction of CAPEX and operating costs in facilities at the expense of optimization of technical solutions in the development of project documentation, the use of modern equipment, building structures, reducing the space required by the transmission facilities

Energy efficiency

Energy efficiency of technologies, equipment, materials and systems, development of the program of energy saving and reduction of technological losses of electric power in electricity networks

Upgrade of assets

Overcoming the tendency of aging of fixed assets of electrical networks and transmission facilities through modernization, optimization of works on reconstruction and retrofitting, as well as through the use of equipment with an increased life cycle

Automation of substations

Automation of substations, the introduction and development of modern systems of control of technical condition, automatic diagnostics and monitoring of process equipment and the systems of relay protection and emergency automation, communication systems, engineering systems, commercial and technical accounting of electricity; the transition to digital substations without permanent operational staff

Development of technologies

Improving technologies of operation, maintenance and repair. Training operating and maintenance personnel with regard to the introduction of new technologies and innovative equipment

Improving environmental efficiency

Minimization of the impact on environment in new construction, reconstruction, operation and maintenance of facilities

Promotion of regional development

To encourage development on the territory of the Russian Federation production of modern types of equipment, constructions, and the growth of scientific-technical and design capabilities

Activities of the scientific and technical Council

The Scientific-technical Council (STC) is operating in Lenenergo which addresses during its meetings the issues of research and development (R&D), testing of equipment and materials, use of equipment, solving complex scientific and technical problems of electric networks of Lenenergo. The Council is governed by Orders #358 of 08.08.2011 and #542 of 05.08.2014. In 2014, five meetings of the Council of Lenenergo were held, which reviewed 19 issues, including the implementation of promising research developments, the results of trial operation of new equipment and development of the electric grid complex.

Practical implementation of technical policy directions

The technical policy has been implemented in Lenenergo on a number of key directions, including in the application of new technologies and equipment in various segments of activity.

Distribution networks 0.4-10 kV The application of cables with XLPE insulation, self-supporting insulated and protected wires, modular integrated transformer substations, high-tech switching devices (reclosers), compact gas switchgear, advanced protection devices against pulse and lightning surges, switching to vacuum switches.
Distribution networks 35-110 kV

The application of gas-insulated switchgear (GIS) 110 kV (in the presence of justification), block and compact switchgears 35-110 kV, compact gas-insulated and air-insulated switchgears of medium-voltage, cables with XLPE insulation, multi-faceted and elevated poles, transition to vacuum and gas-insulated switches.

A computational model of electric networks 110 kV for optimization of electric power modes was developed and implemented.

Complexes of relay protection and automatic equipment (RPA), means of dispatching and process control, communication, telemechanics, monitoring systems

The application of microprocessor-based protection, monitoring systems for insulation of overhead lines (OTL), and monitoring systems of power equipment.

Automation of process control, introduction of SCADA-systems.

Introduction of modern control points with the automated systems of dispatching management of different levels.

Trial operation of equipment, materials and technologies

The Regulations on introduction into trial operation of new equipment and technologies have been operating in Lenenergo approved by Order of Lenenergo # 758 of 29.12.2012.

In 2014, trial operation of the following equipment was completed at Lenenergo facilities:
